One more tweak that helps in desert air: apply your moisturizer to slightly damp skin and then seal it with a thin layer of something occlusive right away which & yeah if you’re still feeling tight switch any foaming or gel cleanser to a gentle cream cleanser and keep showers short and lukewarm. Also check the label - urea or glycerin high up is great, but denatured alcohol or a lot of fragrance can make that “dry again in a few hours” feeling worse.
